Bill Van Amburg is the Senior Vice President of CALSTART, the nation’s leading clean transportation technology organization with offices in New York, Colorado and California. Bill leads one of CALSTART’s four primary Initiatives – speeding commercialization of clean technologies in the commercial truck and off-road vehicle sector. He is an expert in emerging clean transportation technology.
Bill’s current responsibilities for CALSTART include overseeing the commercial truck and off-road vehicle initiative as well as business development. Bill personally leads projects in fleet sustainability standards (NAFA Sustainable Fleet Accreditation Program), national truck and bus incentives and effective fuel economy regulations.
He manages teams leading the company’s main truck and off-road equipment programs, including the High-Efficiency Truck Users Forum (HTUF), a national program speeding high-efficiency medium- and heavy-duty vehicle commercialization in a partnership with the U.S. Army TARDEC-National Automotive Center. HTUF, directly led to hybrid truck production by four major truck manufacturers and now operates Truck Action Groups for both the commercial and military markets, in addition to an E-Truck Task Force to target barriers to electric truck commercialization.
Bill’s teams manage major clean commercial vehicle incentive programs nationwide, including an award-winning $63-million Hybrid and Zero Emission Truck and Bus Voucher Incentive Program (HVIP) for the California Air Resources Board (ARB), a $19 million New York Truck Voucher Incentive Program for the New York State Energy Research and Development Agency (NYSERDA) and a $14 million Drive Clean Chicago Program for the City of Chicago. They also manage numerous clean commercial vehicle demonstration projects, including the CLEAN Truck Demonstration Program with the California Energy Commission. Bill previously led the US-China Clean Truck and Bus Tech Forum in partnership with the International Trade Administration of the Department of Commerce. It developed a market opportunities guide for China’s truck and bus market and staged two tech Summits in China. Bill served on the founding Board of Directors of the North American Council for Freight Efficiency (NACFE).
In 2000 he led a multi-year project for the Ministry of the Environment for the Netherlands to develop a criteria emission credit trading market to cost-effectively reduce that country’s nitrogen oxide emissions. Prior to joining CALSTART in 1993 he was an Emmy Award-winning broadcast journalist covering science, technology and the environment. Salient industry papers he has written or edited include:
